Fabrice Hénard is an international strategy consultant specializing in educational, skills and quality assurance policies at the consultancy Learning Avenue that he founded in early 2013. The consultancy carries out evaluation, provides capacity building services as well as specific expertise in quality assurance.
Fabrice is currently working as a consultant for the World Bank (Design of the Tertiary Education Employability Project in Tunisia), EuropeAid (Support the design of a South-East Asian higher education area, 2015-2018), UNESCO (Evaluation of Education for All Capacity support) and UNFPA (Evaluation of capacity building for evidence-based policies in census and data).
He has recently evaluated EU-funded projects for NGOs (early childhood in Cambodia, inclusive education for the handicapped), as well as countrywide educational reforms from primary to higher education (The Gambia, Ghana, Senegal, Angola, Cambodia), including vocational education (Lebanon, Europe, Senegal) and employability (Maghreb).
Fabrice is an international expert in quality assurance: Design and assessment of quality assurance systems, training for self-evaluation and accreditation, expert for university evaluations, international speaker (see keynotes).
Fabrice has been assigned:
- Secretary General to the Accreditation Committee of Luxembourg (from 2012).
- Member and Expert to the Association for Quality Management in Education of Morocco (AMAQUEN).
- Referee for the Journal Quality in Higher Education (Taylor & Francis, UK).
He is a member of the French Evaluation Society and of the US Council for Higher Education Accreditation (CHEA) International Quality Group.
Prior to Learning Avenue, Fabrice was an Analyst at the OECD Higher Education program (2007-2012), focusing on internationalisation, quality teaching and assessment of student learning outcomes. Prior to the OECD, he was an evaluation officer at the French Evaluation Agency for Research and Higher Education (2003-2007).
A French native, Fabrice is a graduate from Sciences Po-University Paris and holds a Master in Urban Policy from Sciences Po-University Paris. He lives in Paris, works in French and English.
